安倍総理大臣の中東訪問での発言をまとめます
（イスラエルにおけるISILの日本人人質テロに対する安倍首相の会見）
自らの危険を顧みずに崇高な大義のために自己責任で活動をされていた
ジャーナリストの後藤健二さんが、
極悪非道なテロリスト集団のISILに殺害されてしまいました。
心よりご冥福をお祈り申し上げますとともに、
ご遺族に対し、深く哀悼の意を表します。
また、日本人二人の救出のために昼夜を分かたずに御尽力された
日本政府関係者の方々には、労に対して深潭なる敬意を表します。
さて、ここに来てマスメディアが
今回の政府の責任について一斉に検証を開始しました。
その中でも安倍首相の中東訪問と人道支援に対しての批判が
集中しています。
ここで、安倍首相が中東で何を言ったのか、
[外務省の公式文書] から、安倍総理大臣の中東訪問における発言のうち
ISILに関係する部分の発言を以下にまとめます。
また、日本語の文書と同時に[外務省の公式英訳文書] も併記します。

（ア）ISIL
安倍総理大臣より，ISIL問題に対しては各国の連携が不可欠，歴史ある地域大国として貴国が果たす役割は極めて大きいとの考えを述べ，日本のISIL対策でのエジプトの国境管理能力強化のための50万ドルを含む，総額2億ドル規模の新規支援を伝達。エルシーシ大統領より，ISILはエジプトの治安・安全保障にもかかわる問題であり，きちんと対応していきたい旨述べた。
Prime Minister Abe expressed his opinion that concerning the issue of ISIL, coordination between each country would be crucial and the role that Egypt assumes as a major power with history in the region would be great. Then, Prime Minister Abe also disclosed new assistance amounting to 200 million U.S. dollars, including 500,000 U.S. dollars for the enhancement of the border administration capabilities of Egypt as part of Japan's measures against ISIL. President El-Sisi stated that since the issue of ISIL relates to safety and security of Egypt, he would appropriately deal with it.

イラク、シリアの難民・避難民支援、トルコ、レバノンへの支援をするのは、ISILがもたらす脅威を少しでも食い止めるためです。地道な人材開発、インフラ整備を含め、ISILと闘う周辺各国に、総額で2億ドル程度、支援をお約束します。
We are also going to support Turkey and Lebanon. All that, we shall do to help curb the threat ISIL poses. I will pledge assistance of a total of about 200 million U.S. dollars for those countries contending with ISIL, to help build their human capacities, infrastructure, and so on.

2．主要行事の概要 Overview of the Major Events
（1）日・ヨルダン首脳会談 Japan-Jordan summit meeting
（ア）冒頭 At the beginning
安倍総理大臣から、今世界で起きている過激主義の流れを止めなければならない、「中庸は最善」という哲学を陛下と是非推し進めたい、ISILへの取組やシリア難民の受入れ等、ヨルダンが地域の平和と安定のために果たす役割を高く評価、ヨルダンの安定を支えるため、引き続き非軍事的な分野で支援する旨述べました。これに対しアブドッラー2世国王は、日本の取組を評価、テロとの闘いに向け国際社会が連携して取り組んでいくことが重要である旨述べました。
Prime Minister Abe stated that the trend of extremism emerging all over the world must be stopped and he would like to expand the philosophy of "the best way is to go in the middle" together with His Majesty. Prime Minister Abe also highly appreciated the roles assumed by Jordan for the peace and stability of the region such as the measures against ISIL and acceptance of refugees from Syria and stated that Japan would support Jordan in non-military fields in order to support the stability of Jordan. In response to the above, His Majesty King Abdullah II appreciated the efforts of Japan and stated that it would be important for international society to make a coordinated effort in their fight against terrorism.
（ウ）地域情勢 Regional situation
安倍総理大臣から、ISILとの闘いにおいて最前線に立ち続けているヨルダンの取組に敬意を表する旨伝達し、アブドッラー2世国王は、日本によるイラク、シリア及び周辺国に対する人道支援を含むテロとの闘いを高く評価しました。
Prime Minister Abe expressed his respect to Jordan which has been standing on the front line of the fight against ISIL and His Majesty King Abdullah II highly appreciated Japan's fight against terrorism including humanitarian support for Iraq, Syria and their neighboring countries.
（3）ヌスール首相との会談
Meeting with Prime Minister Dr. Abdullah Ensour
（ア）二国間関係 Bilateral relation
安倍総理大臣から、ISILに対する取組やシリア難民の受け入れ等、ヨルダンが地域の平和と安定のために果たしている役割を高く評価している旨述べました。これに対し、ヌスール首相から、多数のシリア難民の受け入れ、パレスチナ、ISIL等、ヨルダンはかつてない課題に直面しており不確実性が高まっている旨説明があり、今回の訪問等を通じ、ヨルダン及び地域の安定化に対する日本の支援に対し感謝を述べると共に、更なる期待が表明されました。
Prime Minister Abe highly appreciated the roles assumed by Jordan for the peace and stability of the region such as Jordan's measures against ISIL and acceptance of refugees from Syria. In response to this, Prime Minister Ensour gave an explanation that Jordan was facing unprecedented issues such as acceptance of many refugees from Syria, and issues of Palestine and ISIL and due to that, uncertainty had been increasing. Prime Minister Ensour expressed his gratitude for Japan's assistance toward the stabilization of Jordan and the region through this visit by Prime Minister Abe and also expressed further expectation in this regard.
3．評価 Evaluation
（1）ISIL対策の最前線として難民等地域不安定化の影響を受けているヨルダンに対して力強い支援を表明し、地域の平和と安定に向けた日本の取組を示すことができました。
Prime Minister Abe expressed strong support toward Jordan, which has been affected by destabilization of the region such as refugees as the front line of measures against ISIL. Thus, Japan’s initiatives for the peace and stability of the region were successfully demonstrated.

また，イラクとシリアの国境を越えて台頭し国際社会の重大な脅威となっているISILと闘う周辺各国に対し，2億ドルの支援を実施する旨に言及，「イスラム社会と過激主義は全く関係がない。中東の国々が多くの民族・宗教宗派を包み込み，多様性に富んだ寛容な共生社会を築いてほしいと願っている。「和」と「寛容」の精神に裏打ちされた，活力ある安定した揺るぎない中東地域を実現するため，日本は積極的に貢献していく。」と述べた。
In particular, the Islamic State of Iraq and the Levant [ISIL], which has gained strength beyond borders in Iraq and Syria, represents a grave threat to the international community,” he said.
My hope is that countries in the Middle East, including Jordan, come together to make efforts towards securing peace and stability in the region. Japan will help,” he said, through providing “firm support in non-military areas to endeavours to secure peace and stability. Japan will extend a total of $200 million to countries in the region for their fight against ISIL, along with assistance amounting to approximately $2.5 billion to the entire Middle East region, which will include humanitarian assistance and infrastructure development assistance”.

Telephone Talks between Prime Minister Shinzo Abe and the King of Jordan, the President of Turkey
On January 20 (local time), in Jerusalem, Prime Minister Shinzo Abe had telephone talks individually with His Majesty King Abdullah II of the Hashemite Kingdom of Jordan, President Erdogan of the Republic of Turkey and President el-Sisi of the Arab Republic of Egypt. The outline of the talks was as follows.
1. Prime Minister Abe stated as follows.
(1) ISIL has released a video on the internet announcing its intent to kill Japanese individuals. A threat of this kind in exchange of peoples’ lives is an unacceptable act of terrorism, and I feel strong indignation.
(3) The ISIL’s response to such efforts is a manifestation of their savage nature. Japan will not succumb to terrorism, and will contribute to the international community’s fight against terrorism.

2．概要 Overview
直前に発生したISILによる日本人2名の殺害予告の動画の配信に関し、安倍総理より、人命を楯にとって脅迫することは許しがたいテロ行為であり，日本国民は強い憤りを覚えているとして，人命を確保するために、情報収集をはじめ、パレスチナ側の支援を要請。
これに対し、アッバース大統領より、テロ行為は絶対に許せない行為であり、いかなるテロにも対抗していく、日本人誘拐が早く解決し、拘束された2名が早く解放されることを望む、日本国民との連帯の念を表明する旨述べた。
Concerning a video clip uploaded online that warned the execution of two Japanese nationals by ISIL, which occurred immediately prior to the meeting, Prime Minister Abe stated that such an act of blackmailing through holding the innocent lives as hostage is utterly impermissible, and Japan feels strong indignation, and requested support from the Palestinian side, including collection of information to secure their lives. In response, President Abbas stated that an act of terror cannot be tolerated at any cost and that Palestine would oppose against any form of terrorism. President Abbas also wished an early solution of the abduction of Japanese nationals and an early release of the hostages, and expressed his solidarity with the Japanese people.
上記の文書のうち、エジプトとヨルダンでの発言は
ISILが日本人人質のヴィデオを公開する前のものであり、
イスラエルとパレスチナでの発言は
当該ヴィデオを公開した後のものです。
まず、以上の文書を読むとわかりますが、
いずれの文書も、明らかな形で、
今回の日本の支援が「非軍事の人道支援」であることを明示しています。
また「ISILと闘う周辺各国に、総額で2億ドル程度、支援をお約束します。」
の中の「ISILと闘う周辺各国」という発言が
ISILを刺激したという意見もあります。
ただ、人道支援の対象となる「難民」を受け入れている周辺国は、
トルコも含めていずれもISILのテロリズムと闘っている国であり、
「ISILと闘う」という修飾語は、
支援を行うにあたっての当然のリクワイアメントとなります。
そもそも難民を出している理由を作っている武装集団に対して
闘わないことはテロリズムを認めることにつながります。
しかも日本の支援は非軍事支援であり、非軍事の方策で闘うわけです。
例えば、
安倍政権に対して「歴史偽造のウルトラ右翼とその台頭を絶対に許さずに、
ウルトラ右翼政権を一日でも早く終わらせるためにがんばって戦う」.と発言した
共産党・池内しおり議員に対して、
仮に安倍首相がこの「戦う」という言葉に刺激されて
池内議員に暴力を振るったら、誰も安倍首相を許さないでしょう。
池内議員が安倍首相と「非軍事で戦う」といっていることは
明らかであるからです。
同じように、
明らかな日本の「非軍事の人道支援」を提案した安倍首相に対して
明らかな言いがかりで自論を正当化してテロを行っているISILの行動を
暗に支援するようなマスメディアの言論は、
本当に絶望するほど、極めて幼稚であると言えます。
安倍首相がイスラエル国旗の前でISILのテロリズムを批判したことを
イスラムの人達の気持ちを逆なでしたとする意見もあります。
これはイスラム教信者を小馬鹿にするような
本当に幼稚極まりない議論です。
安倍首相は、イスラエル訪問の直後にパレスチナを訪問しましたが、
イスラエルの最大の敵であるパレスチナのアッバース大統領は、
「テロ行為は絶対に許せない行為であり、
いかなるテロにも対抗していく、日本人誘拐が早く解決し、
拘束された2名が早く解放されることを望む、
日本国民との連帯の念を表明する」と表明しています。
そもそも、イスラエルの敵のアサド政権に敵対するISILは
敵の敵であるイスラエルへの敵対をほとんど表明していないため、
ISILがイスラエルの国旗によって刺激される可能性も低いと言えます。
このような幼稚で不合理な検証を真面目な顔して行っている
テレビ朝日やTBSの朝や夜のニュースは
結果的にテロリズムにとって、最高に利する行為を行っていると言えます。
もし、安倍首相の政策を批判するのであれば、
このような事案を利用して言いがかりのような非難をするのではなく、
堂々と正攻法で安倍首相の政策自体を論理的に批判すべきです。
なお、同時に安倍首相も今回の事案を利用して
自論に導くのは慎むべきであると言えます。
自衛隊による海外救出活動については、
国民の感情が揺れている時機に行うべき事案ではないと思います。
いずれにしても、一部マスメディアの非ジャーナリズムを
ホントにどうにかしてほしいです。
具体的な事例については別記事で書きたいと思います。
なお、上記のような幼稚な検証ではなく、
合理的な検証については勿論しっかりと行うべきであると考えます。
