小池氏圧勝で見えた組織依存の限界 民共両党が担いだ神輿は軽すぎた

東京都知事選はふたを開けてみれば、得票率４４・５％、２９１万票余りを獲得した小池百合子氏の圧勝に終わった。今回、興味深かったのは、関係者の思惑が次々に外れたことだ。
The Tokyo gubernatorial election resulted in a landslide victory for Yuriko Koike with 44.5% of the votes cast, for a total of 2,912,628 votes. What was interesting about this election was that the expectations of the various parties were way off base.
まず、自民党は、所属議員である小池氏が名乗りを上げたのに、理由を示さず推薦を渋り、党員でもない増田寛也元総務相を推薦した。
First was the fact that the Liberal Democratic Party (LDP) shied away from endorsing LDP member and sitting LDP Diet member Yuriko Koike, who declared her candidacy, in favor of endorsing, without giving any reason, former interior minister Hiroya Masuda, who is not an LDP member.
おかげで、小池氏の都知事就任を望まない有力者が裏にいて、周囲は逆らえない状況なのだと誰もが理解した。日本人の「判官びいき」に火を付けた自民党都連は、完全な悪役になった。
As a result, everyone came to the realization that there was someone in power behind the scenes that did not desire the election of Ms. Koike as governor, and that the situation was such that no one could oppose that person’s will. This triggered the Japanese innate tendency to sympathize with qualified people or heroes who are done in by political intrigue, and completely vilified the Tokyo LDP Chapter.
所属議員や党員に対する全体主義的な締め付けも、確実に裏目に出た。若狭勝衆院議員は圧力に屈さず知名度と男を上げた。出口調査では増田氏よりも小池氏に投票した自民支持者が多かった。
The bold totalitarian attempt to pressure party members and sitting LDP Diet members [who supported Koike] backfired spectacularly. Diet member Masaru Wakasa refused to buckle to the pressure and thereby raised his popularity and boosted his reputation. According to exit polls results, more LDP members voted for Ms. Koike than Mr. Masuda.
増田氏の助っ人になるはずだった石原慎太郎元都知事の「大年増の厚化粧」発言は、女性票を間違いなく減らした。
The comment by former Tokyo governor Shintaro Ishihara, who was supposed to be providing outside help to Mr. Masuda, about Koike being “a heavily made-up woman past her prime” unmistakably cut into Masuda’s female vote.
小池氏は２日の就任会見で、「都民ファースト」を掲げ、利権追及チームを設置して、徹底した情報公開を行うと宣言した。今後、五輪関連を含む、さまざまな不正が発覚して逮捕者が出るかもしれない。
At her first press conference on August 2nd after becoming governor, Ms. Koike said the Tokyo citizens would be her first priority, and declared that she would establish a team to pursue special interests and implement a policy of full information disclosure. It is entirely possible that various instances of corruption, including that related to the Olympics, may come to light and result in some people being arrested.
２０１４年の都知事選で、自民党と公明党は舛添要一前都知事を推薦した。両党の組織力で選挙に勝ったが、人選が間違いだった。今回も自民、公明両党は増田氏を推薦したが大敗した。組織依存選挙の限界が見えた。
In the 2014 Tokyo gubernatorial election, the LDP and the Komeito party endorsed former governor Yoichi Masuzoe. He won the election because of the organizational support of these two parties, but their choice of a candidate was flawed. In this election, too, the LDP and Komeito endorsed Mr. Masuda, and he was thoroughly defeated. We have thus been shown the limitations on elections which rely on organizational support.
野党４党は、保守分裂という最大のチャンスを受け、ジャーナリストの鳥越俊太郎氏に相乗りしたが惨敗した。スキャンダル報道も響いたが、記者会見で突然、「がん検診１００％」を打ち出すなど、内容に乏しい街頭演説や、テレビ出演時の表情や発言で、職務遂行能力に疑問を抱いた人が多かった。
With the conservative parties divided, the four opposition parties had a big chance to win and united behind journalist Shuntaro Torigoe, but they suffered a crushing defeat. The press reports of his past scandals had some negative effect, but many people felt uneasy about whether he would be able to actually carry out his duties when he suddenly espoused a bizarre policy for all residents to be tested for cancer at his first press conference, or when there was scant content to his campaign speeches, or upon seeing his expression and statements on television.
民進党は、鳥越氏の知名度と好感度に脊髄反射的に飛び付いた印象だ。常に選挙の勝敗が最優先で、「政策は二の次」という体質が露呈したのではないか。
The [opposition] Democratic Party (DP) left the impression that they made a knee-jerk decision to back Mr. Torigoe because of his name value and positive image. Was not their tendency to place priority on winning an election above any kind of policy considerations exposed?
民進、共産両党は、元日弁連会長の宇都宮健児氏を引きずり降ろして鳥越氏に賭けたが、担いだ神輿（みこし）が色々な意味で軽すぎた。宇都宮氏は、鳥越氏の応援演説を拒絶したことで、民進、共産両党の関係者や市民団体から、裏切り者扱いされたと聞く。
Both the DP and the Japan Communist Party (JCP) dumped the former head of the Japanese Federation of Bar Associations Kenji Utsunomiya and bet on Mr. Torigoe, but the ark which they chose to bear was too light in various respects. It is said that by his refusal to give speeches in favor of Mr. Torigoe, Mr. Utsunomiya was made into a traitor in the eyes of the DP, the JCP, and various citizens groups.
そもそも、「自由」「平等」「法の支配」「人権重視」といった、民主主義国家の価値観を体現すべき人権派弁護士が、対極的存在である共産党側にいることが、昔から不思議でならない。
In the first place, I have wondered for a long time how a human rights lawyer who is supposed to be the embodiment of “freedom,” “equality,” “the rule of law,” and “concern for human rights” could be a member of the JCP, an organization poles apart from those values.
ちょうどいい機会だから、腐れ縁を断ち切ることをお勧めする。
I propose that this is the perfect opportunity for him to break his unfortunate entanglement [with the JCP].
