フィリピンのドゥテルテ大統領が来日した。「暴言王」と呼ばれるほど、お騒がせな人物だが、国民には圧倒的な人気があり、支持率は8、9割という。
Philippine President Duterte recently visited Japan. His reputation for abusive language upsets many people, but he enjoys solid popularity among the Philippine people with an 80 or 90 percent approval rating.

 


検察官を10年間務めた後、南部の都市、ダバオの市長に転身した。憲法の多選禁止規定のため、下院議員や副市長を挟みながら、市長を計7期、22年間も務めた。
After serving as a prosecutor for 10 years, he became the mayor of Davao in the southern part of the Philippines. Due to constitutional term restrictions, he served alternatively as a lower house representative or deputy mayor in between 7 terms, or 22 years, as mayor.

 


その間、治安対策強化を推進し、犯罪で悪名高かったダバオを全国有数の安全な都市に変えた。この実績が高く評価されている。
During that time, he promoted a strong anti-crime policy and changed Davao from a city with a bad reputation for crime into one of the safest cities in the country. His achievements are rated highly.

 


ダバオ市長時代には、家族旅行で日本に来たそうだ。戦後日本の経済協力を評価し、「私は安倍晋三首相のファンだ」と公言するなど、大の「親日家」と言われる。
He visited Japan when he was mayor of Davao. He praised Japan’s postwar economic development and stated publicly that he was a “fan of Prime Minister Shinzo Abe.” He is said to be a big “Japanophile.”

 


一方、中華人民共和国(PRC)を先週訪問し、南シナ海の領有問題に関するオランダ・ハーグの仲裁裁判所による裁定の棚上げを示唆し、多額の経済援助を取り付けた。PRCでの演説では「米国との経済、軍事上の決別」を宣言した。後に「米国依存からの決別」が真意と説明した。
On the other hand, [before coming to Japan] he visited the People’s Republic of China (PRC) last week where he indicated he would shelve discussion of the Hague Court of International Arbitration judgment [against the PRC] concerning the territorial disputes in the South China Sea, and he successfully walked away with huge amounts of promised economic aid. In his speech in the PRC, he declared “economic and military disengagement” with the United States. Afterwards, he explained that he meant “disengagement from dependence on the United States.”

 


26日夜の岸田文雄外相との夕食会では、好物の和食と日本酒でもてなされ、「フィリピン国民は心から日本に感謝している。必ず恩返ししたい」と話したという。さらに、「よかったら来月も日本に呼んでくれ」と語るなど、終始ご機嫌だったようだ。
At the dinner with Foreign Minister Fumio Kishida on the evening of the 26th, he was treated to his favorite Japanese food and Japanese sake, and it was reported that he said “The Philippine people are deeply grateful to Japan. We would like to repay its kindness.” He went on to say “If you can, please invite me back next month” and was in good humor throughout.

 


正直言って、私には、ドゥテルテ氏が何を考えているのか分からない。フィリピンは自国の領土・領海を守るためにハーグ裁定を求めたはずだ。目先のお金で転んだのだとしたら情けない。
To be honest, I have no idea what President Duterte is thinking. The Philippines of course sought a judgment from the Court of Arbitration in order to protect its own land and maritime territory. I think it’s sad if he just caved in for short-term economic gain.

 


ただ、最大の政策課題である麻薬撲滅運動では転びそうにない。麻薬犯罪者を「超法規的に殺害する」と公の場で宣言している。米国やEU(欧州連合)、国連からどんなに批判されても、一切、聞く耳を持たない。
However, he shows no sign of caving in on his biggest policy, the campaign to eradicate drugs. He has declared publicly his intention to kill drug criminals extrajudicially. He has turned a deaf ear to any amount of criticism from the U.S., the E.U., or the U.N.

 


オバマ米大統領には「売春婦の息子」、国連の潘基文(パン・ギムン)事務総長には「バカ者」、EU首脳には「偽善者」などの言葉を容赦なく投げつけて、支持者の留飲を下げてきた。
He has called U.S. President Obama “the son of a whore,” the U.N. Secretary General Ban Ki Moon “an idiot,” and the E.U. leadership “hypocrites” to the great satisfaction of his supporters.

 


米国の「トランプ現象」と同様、「だから民主主義国家におけるポピュリズムは危険なのだ!」と、批判したい人も多いだろう。
There are lots of people who want to level the same criticism at him as they do at the “Trump phenomenon” in the U.S., namely: “That’s why populism in a democratic country is dangerous.”

 


だが、フィリピンには3、400万人といわれる麻薬中毒者がおり、ドゥテルテ氏は「麻薬を撲滅しなければ国が亡ぶ」という危機感を持っているそうだ。その麻薬は、PRCから流入していると聞く。フィリピン国民には、「現代のアヘン戦争」ともいうべき麻薬撲滅戦争を、暗殺も覚悟して戦う「英雄」に見えるのだろう。
However, there are said to be 34 million drug addicts in the Philippines, and Duterte voices fears that “if drugs are not stamped out, the whole country will go to ruin.” We hear that the drugs are flowing in from China. To the Philippine people, he no doubt appears to be a “hero” braving possible assassination in his own “modern version of the opium wars” to stamp out drugs.

 


外野の声に惑わされず、国益のため忠実に行動する姿勢は、多くの政治家が見習うべき部分なのかもしれない。
His steadfast posture in taking action to pursue the national interest without being influenced by detractors in the left field stands may be something which should be emulated by lots of other politicians.
