読売新聞と日本テレビが12~13日に行った世論調査では、米大統領選でのドナルド・トランプ氏の勝利について、62%の人が「良くなかった」と答え、「良かった」は15%だった。
In a public opinion poll taken on November 12th and 13th by Yomiuri Newspaper and NTV, 62% of the respondents replied that the electoral victory of Donald Trump in the U.S. election was a positive versus 15% who replied that it was a negative.

 


今後の日米関係については、58%が「不安の方が大きい」と回答した。「期待と不安が同じくらい」が30%で、「期待の方が大きい」は、わずか8%だった。
58% expressed “great anxiety” about future U.S.-Japan relations. 30% replied that “anxiety and hope were about the same,” and only 8% indicated “expectations for improved relations.”

 


さて、日本が本物の独立主権国家であるなら、誰が米国大統領になろうと大した影響は出ないし、この手の世論調査が注目される理由もない。メディアが、日本の米国依存を認めているからこそ、こんな世論調査を行う。
If Japan were a truly independent sovereign nation, there wouldn’t be that much effect no matter who was elected as U.S. president, and there wouldn’t be any need for such an opinion poll. The very fact that such a public opinion poll needs to be taken indicates that the media recognizes that Japan is dependent upon the United States.

 


どうせなら一歩進んで、「日本の手足を縛る憲法9条を改正して、米国依存から脱却しよう!」という世論の形成を目指すべきではないのか。
That being the case, shouldn’t the media take the next step and work to help form public opinion that “Japan should amend Article 9 of the Constitution which keeps Japan bound hand and foot, and escape from dependence on the U.S.?”

 


今回の大統領選に関する反応を見ていて、私は、トランプ氏の発言に対して「潔癖症過ぎる日本人が多い」と感じた。
In looking at the reaction to the presidential election, I felt that “many Japanese were too worried” about what Trump said.

 


日本の法律では原則として、契約は口頭だけで成立する。「武士に二言はない」という理由ではないと思うが、日本では単なる口約束も、合意の存在が認められれば履行義務を負う。契約書は「言った」「言わない」の立証に役立つ証拠に過ぎない。
As a rule, under Japanese law a contract takes effect with just an oral promise. This is probably not just because of the traditional idea that “samurai warriors do not change their minds,” but also because under Japanese law an oral agreement is recognized as a legally binding contract with a concurrent duty to perform. The written agreement is mere evidence as to “what was said” or “what was not said.”

 


一方、米国の契約は契約書に書かれた内容がすべてである。交渉過程で相手が喜ぶ話をどれだけしようとも、その内容が契約書に書かれなければ履行義務は一切生じない。
By contrast, in the U.S. the contents of a written contract are considered to be the entire agreement. No matter how many things favorable to the other party are said during contract negotiations, they are not legally binding unless they are memorialized in the final written contract.

 


ところで、米大統領選では、予備選挙と本選挙で候補者の発言が必ず変化する。予備選挙で党員に評価される発言と、国民全体に評価される発言は違うからである。
In the U.S. elections, statements by candidates in the primary and general elections always change. That is because things valued by party voters in the primary elections and those valued by the entire electorate in the general election are different.

 


本選挙中の発言と、当選後の発言が変わることも、別に珍しくない。米国の有権者はそれを分かったうえで投票している。
It also is not unusual for statements made or positions taken during the general election to change after the election is over. The American electorate is fully aware of this fact when they vote.

 


トランプ氏が選挙戦で、過激で無茶な発言をしていたことは事実だが、選挙中の発言をすべて真に受けたり、選挙後もそれを根拠に批評するのはナンセンスなのだ。
It is true that Trump made extreme and unreasonable statements during the election campaign, but it is nonsense to take those statements at face value and use them as the basis for criticism of his positions taken after the election.

 


ビジネスマンであるトランプ氏は、過去数十年にわたって、自ら厳しい契約交渉を行い、数多の契約書を交わして、その内容を履行してきた。
As a businessman, Trump has engaged in numerous tough contract negotiations for several decades, concluded a great many contracts, and actually performed on them.

 


交渉過程では発言の変更や撤回を何度も行っただろうが、最終決定事項の実行力は折り紙つきだ。
During the course of such negotiations he has undoubtedly changed his position or withdrawn stated positions many times, but he has faithfully performed on the final agreements made.

 


振り返ればオバマ大統領は就任直後、チェコのプラハで「核兵器のない世界を目指す」と演説し、ノーベル平和賞を受賞した。しかしその後、北朝鮮の核兵器開発には、何も手を打たなかった。
Looking back, President Obama promised “to work for the elimination of nuclear weapons from the world” in a speech in Prague, as a result of which he received the Nobel Peace Prize. However, thereafter he did basically nothing to stop the development of nuclear weapons in North Korea.

 


南シナ海での生ぬるい対応にしても、日本人はオバマ氏の弱腰にこそ不安を抱くべきだったのだ。トランプ氏の当選に「不安の方が大きい」と答えた人は、世界の何を見ているのだろうか。
And Obama’s tepid and weak-kneed response in the South China Sea has been an additional cause for Japanese to feel anxiety. With that in mind, we are left to wonder exactly what the world view is of those who expressed “great anxiety” at Trump’s election?
