木村太郎氏、トランプ氏勝利を受け「ＴＰＰはもうない」「同盟負担をやめたいのが本音」

ジャーナリストの木村太郎氏（７８）が９日に放送されたフジテレビ系「みんなのニュース」（月曜～金曜・後４時５０分）に出演し、次期米大統領選で共和党のドナルド・トランプ氏（７０）が勝利したことを受け、日米関係の劇的な変化を“予言”した。
木村氏は大統領選の序盤からトランプ氏の勝利を予告していた。番組では選挙戦での日米関係にかかわるトランプ氏の公約を紹介。トランプ氏が環太平洋経済連携協定（ＴＰＰ）の破棄を宣言していたことについて、木村氏は「ＴＰＰはもうないです」と断言した。ＴＰＰ承認案は日本では４日に衆議院特別委員会で与党などの賛成多数で可決。９日朝の自民・公明の両党の幹事長・国対委員長会談で、１０日の衆院本会議での採決を目指す方針を確認している。
また、トランプ氏が防衛に関して「同盟国の駐留費負担増」を宣言していることについては「（トランプ氏は）お金の問題じゃなくて、同盟負担をやめたいという本音がありますから、（駐留米軍が）いなくなることを前提に考えないといけないと思います」と分析。「そういう時に日本は一体どうするんだという議論を始めないといけない」と訴えた。
伊藤利尋アナ（４４）が、トランプ氏は日本の憲法を意識していないのでは、と問いかけると、「日本の憲法なんてどうでもいいんですよ、トランプ氏に言わせ ると。米国はこういう考えだからこうするよ。だから、日本は日本で考えてよ、ということです」と述べ、今後の日米同盟に劇的な変化があることを示唆した。

◇１０月下旬「就任当日にＴＰＰ離脱を正式発表する」と宣言
【ワシントン清水憲司】次期米大統領に決まった共和党のドナルド・トランプ氏は、日米など１２カ国の環太平洋パートナーシップ協定（ＴＰＰ）に強硬な反対姿勢を示し、離脱を訴えてきた。オバマ大統領は残る任期中にＴＰＰの議会承認を得ることを目指しているが、審議入りすら危ぶまれており、ＴＰＰ発効は困難な情勢に追い込まれた。
大統領選では、民主党候補のヒラリー・クリントン氏もＴＰＰに反対を表明していたが、実際に大統領に就任すれば、ＴＰＰを合意に持ち込んだオバマ政権の政 策を引き継ぎ、容認に傾く可能性もあるとみられていた。一方、トランプ氏は、自由貿易を製造業衰退や賃金伸び悩みの元凶とみなし、「米製造業の命取りにな る」とＴＰＰを激しく批判。１０月下旬には「就任当日にＴＰＰ離脱を正式発表する」と宣言していた。
オバマ政権は、大統領選と同時に行われた上下両院選で当選した新議員らの任期が始まる１月３日以前に、議会でのＴＰＰ承認を得ることを目指している。上下院で過半数を占める共和党が、伝統的に自由貿易に積極的なことに対する期待論もあった。
しかし、合意内容の再交渉すら許さない強硬姿勢のトランプ氏が勝利したことで、共和党議員も同調せざるを得ないとの見方が強まっており、法案提出にさえ至らない可能性も出ている。ＴＰＰの発効には、米国の承認が不可欠で、世界の国内総生産（ＧＤＰ）の約４割を占める巨大な経済圏の実現が危ぶまれる。
トランプの公約一覧
・中国・日本を始めとするすべての輸入品に対して20%の関税をかける。
・大統領選に勝利・就任初日に、中国を「為替操作国」に認定する。
・中国のハッカーや模造品に対して規制を強化。
・中国からの輸入品には45%の関税。
・中国の冒険主義を思いとどまらせるために、東シナ海と南シナ海での米軍の存在感を高める。
・米国・ロシア間の協力を増やす。
・メキシコ国境では35%の輸入税を課す。
・メキシコとの国境に万里の長城を築き、不法移民を認めない。
・不法滞在者のメキシコ送金は押収し、メキシコ人の労働ビザや越境手数料を引き上げる。
・イスラム教徒は入国させない。
・シリア難民は受け入れない。
・イスラム国はやっつける。資金源である石油を爆撃。
・尋問について、米国法で禁じられている水責めなどの方法を支持。
・医療目的でのマリファナ合法化を許可する。
・連邦政府の支出の無駄を削る。
・米軍の規模と能力を拡充する。
・日本へは米軍による防衛費を要求する。年5,830億円全額だ。
・もちろん韓国も一緒だ。
・TPP（環太平洋経済連携協定）はゴミ箱へ放り込む。
・法人税の最高税率を35%から15%に引き下げ。
・年収2万5千ドル未満の単身世帯と年収5万ドル未満の夫婦世帯は所得税を免除する。
・税制簡素化、及び減税（但し、富裕層は増税）。
・相続税は排除。
・金持ちだけが利用できる税の抜け道を潰していく。
Trade
1. Withdraw from the Trans-Pacific Partnership, which has not yet been ratified.
2. Appoint tough and smart trade negotiators to fight on behalf of American workers.
3. Direct the Secretary of Commerce to identify every violation of trade agreements a foreign country is currently using to harm our workers, and also direct all appropriate agencies to use every tool under American and international law to end these abuses.
4. Tell NAFTA partners that we intend to immediately renegotiate the terms of that agreement to get a better deal for our workers. If they don’t agree to a renegotiation, we will submit notice that the U.S. intends to withdraw from the deal. Eliminate Mexico’s one-side backdoor tariff through the VAT and end sweatshops in Mexico that undercut U.S. workers.
5. Instruct the Treasury Secretary to label China a currency manipulator.
6. Instruct the U.S. Trade Representative to bring trade cases against China, both in this country and at the WTO. China's unfair subsidy behavior is prohibited by the terms of its entrance to the WTO.
7. Use every lawful presidential power to remedy trade disputes if China does not stop its illegal activities, including its theft of American trade secrets - including the application of tariffs consistent with Section 201 and 301 of the Trade Act of 1974 and Section 232 of the Trade Expansion Act of 1962.
Immigration
1. Begin working on an impenetrable physical wall on the southern border, on day one. Mexico will pay for the wall.
2. End catch-and-release. Under a Trump administration, anyone who illegally crosses the border will be detained until they are removed out of our country.
3. Move criminal aliens out day one, in joint operations with local, state, and federal law enforcement. We will terminate the Obama administration’s deadly, non-enforcement policies that allow thousands of criminal aliens to freely roam our streets.
4. End sanctuary cities.
5. Immediately terminate President Obama’s two illegal executive amnesties. All immigration laws will be enforced - we will triple the number of ICE agents. Anyone who enters the U.S. illegally is subject to deportation. That is what it means to have laws and to have a country.
6. Suspend the issuance of visas to any place where adequate screening cannot occur, until proven and effective vetting mechanisms can be put into place.
7. Ensure that other countries take their people back when we order them deported.
8. Ensure that a biometric entry-exit visa tracking system is fully implemented at all land, air, and sea ports.
9. Turn off the jobs and benefits magnet. Many immigrants come to the U.S. illegally in search of jobs, even though federal law prohibits the employment of illegal immigrants.
10. Reform legal immigration to serve the best interests of America and its workers, keeping immigration levels within historic norms.
National Defense
Work with Congress to fully repeal the defense sequester and submit a new budget to rebuild our depleted military.
Increase the size of the U.S. Army to 540,000 active duty soldiers, which the Army Chief of Staff says he needs to execute current missions.
Rebuild the U.S. Navy toward a goal of 350 ships, as the bipartisan National Defense Panel has recommended.
Provide the U.S. Air Force with the 1,200 fighter aircraft they need.
Grow the U.S. Marine Corps to 36 battalions.
Invest in a serious missile defense system to meet growing threats by modernizing our Navy's cruisers and procuring additional, modern destroyers to counter the ballistic missile threat from Iran and North Korea.
Emphasize cyber warfare and require a comprehensive review from the Joint Chiefs of Staff and all relevant federal agencies to identify our cyber vulnerabilities and to protect all vital infrastructure and to create a state-of-the-art cyber defense and offense.
Pay for this necessary rebuilding of our national defense by conducting a full audit of the Pentagon, eliminating incorrect payments, reducing duplicative bureaucracy, collecting unpaid taxes, and ending unwanted and unauthorized federal programs.

演説とかでなんて言ってたのかは知らんが、
ＨＰには「まだ批准してなければ破棄する」と
「Trade」の１番に書いてあるわけでつね。
要するに就任式までに批准しとけってこと
でつね。
今回同時に行われた選挙で当選した議員は
１月３日に入れ替えになるので、実質年内に承認
しとけってことでつね。
ちなみに「Trade」の５番には
「支那地区を為替操作国認定を命令する」
６番には
「支那地区をＷＴＯに提訴する」
と書いてある（縛ｗ
トランプマンの公約として昨日あたりいろいろ
言われてるが、
「イスラム教徒・シリア難民は入国禁止」
ってのは散々叩かれて「不法移民」に代わってる
し、一律関税２０％ってのもＨＰには書かれて
ないでつね。
米軍駐留費を払えってのも、口では言ったが、
一応ＨＰには書いてはいないでつね。
